The focus/business work group discussed whether the exchange should have an aggregator function, how many plans should be offered in the exchange and how should they be defined, as well as, the functional capabilities of the exchange website.

The board discussed the option to implement a Basic Health Program as an alternative to the exchange's coverage for adults with incomes between 133 percent and 200 percent of the federal poverty level, and for legal immigrants with incomes below 133 percent of the poverty level.
