SCI held a discussion on the current status of national health reform and its potential impact on the states.

This webinar provided an overview of the potential role of a health insurance exchange, state-specific issues that should be considered before establishing an exchange, and the different ways in which an exchange might be structured and operated.

Value-Based Purchasing and Consumer Engagement Strategies in State Employee Health Plans, a SCI report written by Bailit Purchasing, LLC, is a purchaser guide that lays out concise descriptions of two principal means for improving the value that states can gain through administering State Employee Health Plans (SEHPs): value-based purchasing and consumer engagement. 

The State Coverage Initiatives (SCI) hosted a technical assistance conference call that focused on assisting states in completing the application and providing submission information for the State Planning and Establishment Grants for the exchanges outlined in the Patient Protection and Affordable Care Act.

On November 17, State Coverage Initiatives hosted a webinar that explored the pros and cons of the Basic Health Program. This option under the Affordable Care Act lets states provide their low-income residents ineligible for Medicaid with coverage that may be more affordable than subsidized health plans in the exchange.

On December 21, 2010, State Coverage Initiatives hosted a webinar  that allowed states to view a ground-breaking prototype website developed by the Wisconsin Department of Health Services (DHS) to support one-stop eligibility determination for their Medicaid and exchange populations. The webinar also covered key policy and design issues related to exchange eligibility and enrollment.

Many states are working to develop exchange authorizing legislation by the end of this legislative session. State Coverage Initiatives (SCI) hosted an opportunity to hear from three of those states: Maryland, Missouri, and Nevada.

Rising insurance premiums and shortages of primary care physicians are two trends that have focused state policymakers’ attention on the functioning of their local health care marketplaces. In addition, many state officials have expressed concern over the unprecedented number of hospital mergers during the last decade.
