Maryland’s exchange legislation, which was enacted on April 12, directed the new entity to pursue six studies examining critical policy issues that have to be resolved and have the board make final recommendations to the legislature by December 23. The Maryland Health Benefit Exchange recently released the six legislative reports and four advisory committee comment reports. The reports cover:

• Exchange Operating Model
• Insurance Rules (i.e., market rules and risk selection)
• Small Business Health Options Program
• Navigators and Enrollment
• Public Relations and Advertising
• Finance and Sustainability
