Each year our flagship publication, States of the States, includes a summary list of the coverage expansions and other major reforms passed by states in that year. This year, we have compiled the summaries from the last five years to create a five-year timeline of key state health reforms.
“State Coverage Strategies: Evolving with Time and Effort” shows the recent evolution of state reforms from the many waiver proposals in 2005, through plans for comprehensive reform in 2006-2008, to the emphasis on delivery system reforms and responding to the Children’s Health Insurance Program Reauthorization Act in 2009. It follows the Vermont and Massachusetts reforms from enactment to implementation, as well as the current efforts to contain costs.
