Bulletin on the Transitional Reinsurance Program
The U.S. Department of Health and Human Services has issued a bulletin laying out how it will run the risk adjustment program in states that do not choose to run it themselves. This is a temporary, two-year program designed to stabilize the health insurance market in the first years after the Affordable Care Act takes full effect.
