Verification of Access to Employer-Sponsored Coverage Bulletin

CCIIO has released a bulletin on how to verify access to employer-sponsored coverage for the purposes of determining eligibility for advanced premium tax credits (APTCs) through exchanges. the bulletin notes that CCIIO doesn’t think there are existing data sources that contain all data elements needed to verify employer-sponsored coverage. CCIIO is pitching a two-year strategy starting in 2014, in which HHS would provide a standardized way for employees and employers to voluntarily collect employer-sponsored coverage information for an exchange application. HHS would let exchanges verify the info for a “limited pre-enrollment verification,” and then do a post-enrollment screening process.
