Connecting Consumers to Coverage: The Role of Navigators and Consumer Assistance Programs in Implementing Health Reform in NY
This brief, by the New York State Health Foundation (NYSHF), aims to address how New York State should implement its navigator and consumer assistance program under the ACA. NYSHF conducted an analysis of New York’s existing enrollment and assistance landscape; held a series of facilitated conversations and interviews around the state with key stakeholders; and supplemented unanswered questions with legal analysis and a review of the existing literature.The paper also includes recommendations on how the state should implement its navigator and consumer assistance programs (CAPS).
