SCI Webinar: Risk Adjustment and Reinsurance: A Work Plan for State Officials
State Coverage Initiatives and State Health Reform Assistance Network hosted a webinar on Risk Adjustment and Reinsurance: A Work Plan for State Officials. Ross Winkelman, Senior Consulting Actuary and Managing Director for the Wakely Consulting Group along with several of his colleagues, provided an overview of a general work plan that outlines the steps states should take to help prepare their insurance market for 2014. Wakely Consulting previously provided a summary for the State Health Reform Assistance Network of the proposed rules on risk adjustment, reinsurance, and risk corridors along with resulting implications. As a follow-up to that research brief, Wakely Consulting has developed a work plan for states, which lists the decisions states need to make and the actions they need to take to implement the risk adjustment and reinsurance provisions of the ACA.

The State Health Reform Assistance Network (State Network) is an initiative, which includes 10 state participants, and is the primary avenue through which the Robert Wood Johnson Foundation will provide technical assistance to states for implementation of health reform related to coverage over the next several years. The program is coordinated from Princeton University with significant support from State Coverage Initiatives. The State Network focuses on helping states set up insurance exchanges, institute insurance market reforms, expand Medicaid to newly eligible populations, streamline eligibility and enrollment systems, and use data to drive decisions. The State Network is just one strategy being employed by RWJF to help achieve its goal of ensuring coverage for 95 percent of all Americans.
