PBGH-Building Successful SHOP Exchanges Lessons from the California Experience
This brief looks at California's experience in small group exchanges and what the state and federal officials can learn from it. The report says that one of the biggest problems seen was adverse selection both against the exchange and among plans within the exchange. The authors recommend that for SHOP Exchanges to be successful, they must learn from this experience and remain focused and adaptable in combating risk.
