The National Association of Insurance Commissioners (NAIC)’s Health Insurance and Managed Care Committee Exchanges Subgroup issued the last in a series of four draft white papers offering guidance to states on the establishment of insurance exchanges under the Affordable Care Act (ACA). This paper outlines options for exchange governance, such as an exchange’s location relative to state insurance regulators and other state agencies; an exchange’s operation and legal structure; and ensuring exchange accountability.
