CMWF-State-Based Coverage Solutions: The California Health Benefit Exchange
This brief examines California's health benefit exchange establishment decisions, which can provide a roadmap for other states as they set up their exchanges. After the ACA was passed September 23, 2010, California became the first state to create a health insurance exchange. California’s exchange establishment choices could have implications for other states as they address difficult issues, including minimizing adverse selection, promoting costconscious consumer choice, and seamlessly coordinating with public programs.
