DC-Exchange Legislation
The District of Columbia will have a quasi-governmental entity with a board that will include three members selected by the mayor, four by the council and the director of the Health Care Financing Administration as a voting ex officio member. Each person on the board will be expected to have expertise in at least two of the following areas:
- Individual or small employer health care coverage;
- Health benefits plan administration;
- Health care finance;
- Administering a public or private health care delivery system;
- Purchasing health plan coverage;
- Prior experience in commercial insurance management;
- Actuarial analysis;
- Health care economics; and
- Human services administration.
The board members will not be able to be employed by or representatives of carriers, providers, or brokers.
