Analysis
The analysis section of the 2009 State of the States includes an article on Federalism, which explores the ways the partnership between states and the federal government works and doesn't work and ways it could be improved within the context of federal reform. A second article looks at "lessons learned" from states that have attempted comprehensive reforms. These lessons can be applied to other states and to federal reform efforts.
