Insurance Exchanges

Mark A. Hall, J.D., Wake Forest University, a professor of law and public health in the Division of Public Health Sciences at Wake Forest University Medical School, is completing a qualitative investigation of employers’ use of the Massachusetts Connector in order to inform states and the federal government about best strategies for the design and operation of new small-group health insurance exchanges and market regulations.

Manatt Health Solutions with support from the State Network, developed this workplan which identifies critical state-based exchange implementation tasks to aid states in achieving state-based exchange certification by the November 16th, 2012 Blueprint application submission deadline.

This template, prepared by Manatt Health Solutions, was developed in order to help drive state decisions and is based on the eligibility business functions that state Exchanges and Medicaid agencies are required to support pursuant to the Patient Protection and Affordable Care Act (ACA), and related federal implementation regulations.

On September 5, 2012, Colorado's Governor’s Office, the Department of Insurance, and the Colorado Health Benefit Exchange issued a preliminary recommendation that Kaiser Permanente, Colorado's largest small‐group health‐insurance plan, serve as the Essential Health Benefits benchmark plan.
